The Personal Finance Center
The Personal Finance Center offers the following services:
- Advantaged Individual Retirement Accounts (IRAs) through Harrisdirect and TD Waterhouse. These IRAs are designed to help you save for retirement and to accept roll over contributions. Going through the Personal Finance Center means you'll pay no sales loads for most traditional funds (with limitations).
- AdvisorConnection: You can be referred to a local financial advisor researched and approved by the Personal Finance Center. Once you are referred to an advisor, you pay the advisor's fees.
- 529 College Saving Plans: You have access to tax advantaged plans that can be used to save for your, your child's or your grandchild's college education. You make contributions to the account on an after-tax basis and can make tax-free withdrawals for eligible expenses.

In addition to access to the IRAs mentioned above, Harrisdirect offers excellent educational information and tools under the Education Center.

Schwab Personal Choice Retirement Account™
The Schwab Personal Choice Retirement Account™ (PCRA) is designed to provide experienced investors with increased investment choices within the Thrift and Savings Plans. It’s a self-directed brokerage account that allows you to invest in more than 1,600 mutual funds, any stock listed on the major U.S. exchanges, bonds and other fixed income investments, and money market funds. To use a PCRA, you will be charged a $50 annual maintenance fee and commission on each order you place.

Enrolling in the PCRA
To open a PCRA, you must:
- Order the PCRA Enrollment Guide by calling 1-800-571-0400 and following the voice recognition prompts to speak to a Benefits Express Representative.
- Once you receive the PCRA Enrollment Guide, complete and sign the enclosed Schwab PCRA Participant Limited Power of Attorney (LPOA) form.
- Return the form in the enclosed envelope. Once the form is received, a $50 annual maintenance fee will be deducted from your Thrift or Savings Plan core funds.

"Pick and Stick" Through Automatic Rebalancing
You set an investment strategy and want to stick to it. But what about fluctuations in the market where one Thrift or Savings Plan fund earns more than another? Before you know it, you may be off track in reaching your investment goal because your portfolio no longer matches your strategy.
There’s a simple way to ensure your portfolio stays on course. If you elect the Automatic Rebalancing tool, all investments in your Thrift or Savings Plan account will be reallocated each quarter based on the percentages you’ve designated.
Automatic Rebalancing may be right for you, if you:
- Want effortless management. If you’ve decided that a particular set of investments is right for you, Automatic Rebalancing ensures that those percentages are maintained without you having to transfer funds on a regular basis.
